If you are not prepared to convincingly answer a prospect’s first question “if
your project is so solid, why wouldn’t you get some money from a bank?” you are

Here are other things you may want to know how to successfully procure funds for
your project:
1. Why knowing historical development is important in structuring EB-5;
2. The current attitude of US CIS toward EB-5 investment in the post 9-11 era;
3. How non-immigration laws in the post 9-11 era affect EB-5 investment;
4. The current laws on EB-5 - did the immigration law amendments of 2000 and
2001 tighten or loosen the investment requirements?
5. The most important “Dos” and “Don’ts” in structuring EB-5 under the current

Exchange Commission and how to prepare dealing with them;

14. Must you spend big money to have ALL your promotional materials translated
into Chinese?

successful procurement and best to work with them for result
16. Why should you, and how to, keep best relation with an EB-5 investor?

WORKSHOP ON OPPORTUNITIES FOR HAWAII FIRMS IN ASEAN
If you've ever thought of expanding to Southeast Asia, you won't want to miss
the luncheon seminar coming up on November 17. We've invited the ambassadors
from ASEAN--The Association of Southeast Asian Nations (Brunei, Cambodia,
Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand and Vietnam)--to
discuss business opportunities for Hawaii companies in their countries.

China is commonly thought of as a country that is difficult or impossible for
the small foreign investor to succeed in. Mr. Tom Conlon (he prefers to be
called "Tom") will show why this is a myth and will reveal great opportunities
for the small investor who has guts, faith, determination and a good idea. Tom
will focus on how you can develop these qualities within yourself. Tom will also
explain why it is important for the future of America to have small investors
actively pursuing and succeeding with practical business goals in the booming
Chinese economy. He will provide a solid background of the issues and concerns
of the small investor and ways to optimize YOUR chances for success.
Background:
Mr. Tom Conlon is a businessman who started his career in 1970 developing and
marketing electric generating windmills. He is the founder of Aero Power Systems
Inc., which he started with $70, a 20-year-old truck, and a tool box. 5 years
later, APSI did its first million-dollar year with both domestic with
international sales. Today, Tom heads the International Windmill Supply Co. in
Central China, where he is introducing the traditional American Water Pumping
Windmill. Tom has succeeded in accomplishing what many in the industry have
considered to be impossible - successfully selling an expensive product to
people who cannot afford to buy it. Tom spent two years traveling to and
investigating many areas in China, prior to starting his business.

The Honolulu Academy of Art will be having an
exhibition, "Fantastic Mountains: Ming and Qing Dynasty Paintings from the
Shanghai Museum." The eight traditional Chinese landscape paintings explore the
role and symbolism of mountains in Chinese Culture. General admissions $7.00

Minority Enterprise Development Week Awards Luncheon

The Minority Business Development Center™ of Honolulu will be sponsoring the
Hawaii Minority Enterprise Development Week (MED Week) Awards Luncheon to
celebrate the achievements and successes of local minority owned small
businesses. Various federal contracting agencies and their Small and
Disadvantaged Business Utilization Specialists will also be recognized for their
outstanding support of minority owned small businesses.
MED Week has been a national event since 1983 to recognize the contributions of
America’s minority entrepreneurs and those individuals and organizations that
actively support minority business development.
The event cost is $30 per person and will include lunch (salad, entrée, and
dessert) and our program and trade fair. A vegetarian meal is also available if

Small Business Hawaii and the Grassroot
Institute of Hawaii are sponsoring a unique small business development luncheon
featuring David B. Cohen, Deputy Assistant Secretary of the Interior.
Of Somoan ancestry, David administers
over the federal government's relationship with the U.S. territories of American
Samoa, Guam, etc. He will discuss current and impending business opportunities

David Cohen was sworn in as Deputy Assistant Secretary of the Interior for
Insular Affairs in June, 2002. Mr. Cohen oversees the Office of Insular Affairs,
which administers the Federal government’s relationship with the U.S.
territories of American Samoa, Guam, the Commonwealth of the Northern Mariana
Islands and the U.S. Virgin Islands, and administers economic assistance to the
nations in free association with the United States: The Republic of the Marshall
Islands, the Federated States of Micronesia and the Republic of Palau. Prior to
joining the Bush administration, Mr. Cohen was a partner in the law firm of
Sidley Austin Brown & Wood, specializing in project finance and banking in the
firm’s Los Angeles Office. In 2001, Mr. Cohen was appointed by President Bush to
serve on the President’s Advisory Commission on Asian Americans and Pacific
Islanders. Also in 2001, Mr. Cohen was appointed by Secretary of Labor Elaine
Chao to chair the Special Industry Committee for American Samoa, the body
charged with establishing minimum wage rates in that territory. Mr. Cohen
graduated from a joint program in which he earned an M.B.A. from the Wharton
School and a Juris Doctor degree from the University of Pennsylvania Law School.
He is the co-author of two textbooks, Modern Business Law and Business and its
Legal Environment. Mr. Cohen holds the title of Papali’i in the Samoan culture.

Meet Jackie Chan to Preview the
Movie "Around the World in 80 days" on June 8th, Tuesday in Honolulu
Jackie Chan is coming to Honolulu. He will be here to present a special preview
of his new movie "Around the World in 80 Days" at the Neal Blaisdel Center on
June 8th, Tuesday as a benefit for the Foundation. The tickets go on sale on
Saturday at NBC.
There are three levels: a limited number of $35 dollars, $50 dollars and one
hundred dollar seats. There also be another level of two hundred dollar tickets
by invitation only. If you are interested, go on line to
ticketmaster or to the
NBC box office early.
Please note that since this is a preview before the Hollywood Premier in LA,
there will be no cameras, cell phones with photo capability and bags allowed
inside. Security will be very tight and if you bring bags you can check them in
at the door before going in.
Synopsis: A tale that centers around three unlikely heroes as they attempt to
settle an outrageous wager. An eccentric London inventor, Phileas Fogg, has come
up with the secrets to flight, electricity, and even roller-blades, but the
world has dismissed him as a crackpot. Desperate to be taken seriously, Fogg
makes an outlandish bet with Lord Kelvin, the head of the Royal Academy of
Science: to circumnavigate the globe in no more than 80 days! With his two
sidekicks--Passepartout and femme fatale Monique--Fogg is headed on a frantic,
heart-pounding round-the-world race that takes our heroes to the world's most
exotic places by land, sea, and air. Along the way, our heroes face many
adventures and obstacles from an all-star cast that land them in comedic
predicaments, and exhilarating action.
Jackie will appear in person on stage for an hour show before the movie. He will
entertain along with local stars and talk about the movie before you sit back
and enjoy the movie. He will be in Honolulu for approximately 24 hours.

“Neutrino Studies at UH: From Uncovering Secrets of the Universe to Use in
National Defense”, Dr. John G. Learned, Professor of Physics and Astronomy.
The UHM Neutrino Group has been involved in the study of the elusive neutrino,
from nuclear energies to the highest energies seen in the universe. The Group
has participated in the discovery that these light particles do have some mass
and play important roles in cosmology and supernovae. It has projects going on
in Hawaii, Japan and Antarctica, from deep mines to the top of the atmosphere,
and plays a lead role in these projects. Long range studies also involve the use
of neutrinos in futuristic national defense initiatives.

Torkildson, Katz to Brief Employers on New
FLSA 'White-Collar' Exemption Rules
The U.S. Department of Labor today issued long-awaited final revisions to its
"white-collar" employee exemption regulations under the Fair Labor Standards Act
(FLSA). Torkildson, Katz will brief employers on the new rules on
Wednesday, May 12, 2004 from 8:30 to 11:00 in the Topa Plaza
Exhibition Hall.
The new rules guaranty employees earning less than $23,660 a year
time-and-a-half overtime pay after working 40 hours in a week. They provide that
most highly compensated white-collar employees earning $100,000 or more per year
are no longer entitled to overtime pay. They redefine the duties that
white-collar executives, administrators and professionals must perform in order
to be exempt from the federal minimum wage and overtime requirements. Many other
significant changes are also made.
Torkildson, Katz has the largest and most experienced labor and employment law
department in the state. Attorneys from the department will explain the changes
in order to help employers make use of the new rules to reduce labor costs.

The Phoenix Dance Chamber* 2004 Luncheon Gala and Silent Auction on April 24,
2004
The Hawaii Foundation for Chinese Culture and Arts (HFCCA) is happy to announce
its Fundraiser Gala 2004 on Saturday, April 24, 2004 at the Pacific Beach
Hotel Grand Ballroom. Time is: 11:00 AM - 3:00 PM. Ticket prices: Gold Circle
$45, General $35, Children 3-10 $16. Besides a sumptuous buffet there will
also be a raffle, photo exhibit by Jim Dong, entertainment showcasing the
dancers of the Phoenix Dance Chamber (one of the programs of the HFCCA) and a
silent auction featuring exquisite Chinese artifacts and antiques. The Honolulu
based Phoenix Dance Chamber has toured internationally and sponsored several
dance exchange tours to China since its inception in 1989. The company has won
numerous international dance competition awards and received the 1997 Cultural
Preservation Award from the Hawaii State Dance Council for "White Cloud
Trilogy", an original choreography by Diane Letoto, the Chamber's dance

Extra Information
The Phoenix Dance Chamber offers a Chinese dance curriculum that includes a
diversity of dance techniques in Chinese classical, folk, contemporary and
ethnic minority nationality dance styles. The company’s repertoire includes over
70 dances reflective of these dance styles.
A cultural dance exchange tour to China is planned every 3 years to familiarize
our students with the diverse customs, foods, climates and dance styles in its
original setting. Scholarships were awarded in the past three cultural exchanges
to promising students to enhance their understanding of China’s diverse culture.
The Phoenix Dance Chamber also awarded scholarships for students to participate
in dance classes at the prestigious Hong Kong Academy for Performing Arts.
The Phoenix Dance Chamber is the only Hawaii dance group invited to participate
in the North American Chinese Dance Competition held in Vancouver, Canada.
Scholarships are awarded to dancers to participate in the competition. At the
2002 North American Chinese Dance Competition, they placed second in the
Intermediate Solo Minority Dance category, Intermediate Solo Classical Dance
category and the Intermediate Minority Dance Group category. They placed first
in the Intermediate Folk Group category and the Contemporary Trio category. The
Contemporary Chinese Dance entry, “Wo Shi Shei ? (Who Am I?)”, garnered special
recognition as the best Contemporary Chinese Dance entry in the competition.
The existence of the Hawaii Foundation for Chinese Culture and Arts and the
Phoenix Dance Chamber depends largely from community support of our programs and

Management" on February 27 at the Halakulani Hotel.
"Secrets of Knowledge Management"
is a luncheon
forum to be held at the Halekulani Hotel on Friday, February 27 from 11:30 a.m.
to 2:30 p.m. It will feature Ikujiro Nonaka and Hirotaka Takeuchi from Japan's
leading graduate business school, Hitotsubashi University. It is universally
acknowledged that the economically advanced nations of the world have moved from
the industrial age into the knowledge age, where value-added is based on
information, data, and the knowledge which this yields.
Companies, regions and nations competing in the global economy have been
transformed by technology, especially digital technology, which has made it
possible for organizations and individuals to have access to the knowledge of
the world and the means of production at a moments notice, twenty four hours a
day seven days a week. Much of the pioneering work studying this great
historical transformation is being done by Professors Ikujiro
Nonaka and Dean Hirotaka Takeuchi from Hitotsubashi University in Tokyo, with
the help of others at Hitotsubashi and at affiliated institutions such as
Harvard and Berkeley. On the occasion of the new book "Hitotsubashi on Knowledge
Management", about to be published by John Wiley & Sons in the United States,
Professors Nonaka and Takeuchi, and others from the faculty of Hitotsubashi, are
traveling to Honolulu to present this forum on Knowledge Management (based on
the book) on Friday, February 28. The public is invited to attend the forum,
titled "Secrets of Knowledge Management" for a total cost of $55 per person,

Business Opportunities for Hawaii Companies in Chengde,
Hebei, China – Lead by Deputy Mayor of Chengde People Municipal Government
from Hebei China to sign cooperative agreement in Hawaii on February 26th
Honolulu, Hawaii, February 18, 2004 – “Hong Kong China Hawaii Chamber of
Commerce”, “China Council for the Promotion of International Trade (CCPIT) Hebei
Sub-Council” and the City of Chengde of Hebei Province agree to enhance the
liaison and cooperation in the area of import and export, investment, business
information and other commerce related activities for the benefit of the members
of both organizations.
The city of Chengde in northeastern Hebei Province is the site
of the summer resort of the Qing emperors. It is about 200 kilometers from
Beijing and is easily accessible by either train or long-distance bus.
The magnificent Mountain Resort and the 12 Buddhist temples at its periphery
were built during the Qing Dynasty, the last feudal Chinese dynasty. It served
as the second political center of the Qing imperial court and the emperors of
the early Qing Dynasty often spent their summers there, conducting state affairs
and engaging in important political activities. The Mountain Resort and its
temples and palaces have made chengde a famous historical and cultural city, and
one of china's leading scenic spots. The imperial Resort was listed in the
directory of the world's cultural heritages in 1994.
The construction of the Mountain Resort took place over a period
of 90 years-starting from the 42nd year of Emperor Kangxi's reign (1703), rebuilt
and expanded during the reign of Emperor Qianlong, and completed in the 57th
year of Emperor Qianlong's reign (1792). It is China's largest existing imperial
garden, covering an area of 5.64 million sq. m., double that of the Summer
Palace, and eight times that of Beihai Park in Beijing. The 1O-km. wall around
It winds its way through plains and high mountains like the Great Wall. There
are more than 90 towers and pavilions scattered around the Mountain Resort as
well as small bridges, inscriptions on precipices, rockeries of various sizes,
many gates, horizontal inscribed boards, palaces , terraces and other buildings.

For the past two decades plus, we have witnessed a continuous evolution in the
Chinese economic "miracle." In this session, Dr. William Fischer will discuss
the issues that are currently "hot" (e.g., trade, technology, reforms, bubbles,
SARS-like concerns, etc.) and offer some conjectures on what the new year will
bring with respect to them.
Dr. William Fischer is a professor of Technology Management at IMD. During 1998
and 1999, he was the executive president and dean of the leading business school
in China - China Europe International Business School (CEIBS), in Shanghai, a
joint venture supported by the European Union. In 1980, Dr. Fischer participated
in a joint US government-Chinese government venture, in Dalian, which provided
managerial training to senior-level Chinese officials. Since that time, he has
remained consistently involved in the Chinese reform experience, including
consulting for a variety of multinational corporations, government agencies
(both U.S. and Chinese), and international aid agencies. He has visited China
professionally on an annual basis since 1980, and has written extensively on the
Chinese economic reforms.
